A woman should not have to think twice before stepping out.

The modern Indian woman should be able to ride a bike or scooter, drive to work, travel alone, meet her friends, return home late, or simply be on the road, without being followed, harassed, intimidated, judged or made to feel that she does not belong.

Yet for many women, everyday mobility comes with an extra calculation:

  • Which road should I take?
  • Is it safe to ride alone?
  • Who is following me?
  • What if someone stops me?
  • What if I am harassed and nobody helps?

This is not about asking women to make their lives smaller. It is about asking society, institutions and the people who use our roads to make public spaces safer.

The road belongs to whoever pays taxes.

  • A woman riding a motorcycle is not an invitation for attention.
  • A woman riding a scooter is not asking to be judged.
  • A woman travelling alone is not asking to be followed.
  • A woman choosing to go out is not asking for permission.

She is simply exercising her right to move.

The petition

We are calling on the relevant authorities to strengthen the safety of women on India's roads and in public spaces.

We are seeking 100000 signatures from citizens who believe that a woman's freedom to travel should never come with a fear of harassment, intimidation or violence.

Our demands

  1. 01

    Zero tolerance for harassment & dangerous driving

    Women should not have to tolerate being followed, intimidated, catcalled, filmed without consent, aggressively overtaken, deliberately blocked or endangered on the road.

    We call for prompt registration and investigation of complaints, effective use of CCTV and other available evidence, and strict enforcement under applicable law, including arrest or detention where legally warranted, and suspension or revocation of driving licences where permitted.

    Dangerous driving and harassment must have consequences.

    Women's patrols on roads & highways

    We call for dedicated women police patrol teams on two-wheelers and other appropriate patrol vehicles, particularly on identified hotspots, busy commuting routes, isolated stretches and areas with recurring complaints.

    These teams should be visible, accessible and equipped to respond quickly when women face harassment, intimidation or danger.

  3. 03

    Swift, proportionate and sufficient punishment

    Rules matter only when breaking them has consequences.

    We call for swift, proportionate and legally enforceable consequences for proven acts of dangerous driving, stalking, intimidation, harassment and other offences against women, including driving-licence action, fines and penalties, vehicle impounding where legally warranted, and criminal prosecution for applicable offences.

    The objective is deterrence: no one should believe they can endanger or harass a woman on the road and simply drive away.

    Teach boys how to behave on the road

    Road safety cannot begin only when someone gets a driving licence. It must begin much earlier.

    We call for age-appropriate road-behaviour and gender-sensitisation education in schools and colleges. Following someone is not flirting. Catcalling is not harmless fun. Aggressive driving is not masculinity. Filming a woman without consent is not entertainment. A woman travelling alone gives no one the right to approach, intimidate or harass her.

    We need to teach respect before we have to teach consequences.

  5. 05

    Zero tolerance for the rowdy alpha man

    We call upon India's athletes, actors, creators and public figures to use their voices to challenge harmful ideas of masculinity and promote respectful behaviour on the road.

    Real strength is knowing when to stop. Real confidence is respecting boundaries. Real courage is standing up when someone else is being harassed.

    Don't teach boys how to control women. Teach them how to respect them.

  6. 06

    Those in power must speak up, and act

    Women have been speaking about harassment, intimidation and unsafe public spaces for years. Now, the people with the power to change things must listen, and act.

    We call upon the Prime Minister, Union and State Governments, police authorities, elected representatives and other institutions responsible for public safety to speak openly about the everyday challenges women face when they step out of their homes.

And we want accountability through technology.

Where appropriate, existing public-safety infrastructure should be used to improve response and accountability, helping to identify incidents, preserve evidence and support faster action.

  • CCTV
  • Number-plate recognition
  • Command & control centres
  • Hotspot mapping
  • Emergency response

We also call for easier reporting mechanisms for road harassment and dangerous driving, with clear complaint tracking and appropriate response timelines.

Why this matters

  • A woman's safety should not depend on whether she is travelling with someone else.
  • A woman's mobility should not be limited by fear of harassment.
  • Being on a motorcycle or scooter should never make a woman a target.
  • Road safety and women's safety are connected.
  • Men and boys have a role to play in creating safer public spaces.
  • Institutions must respond when women report harassment or danger.

What happens at 100000 signatures?

Tvarra intends to compile and formally submit the petition and the collected signatures to relevant public authorities, with a request for greater attention to women's safety and mobility in public spaces:

  • Ministry of Home Affairs
  • Ministry of Women & Child Development

The petition is a citizen-led call for stronger implementation, coordination, awareness and accountability. It does not replace the legal process or determine the outcome of any individual case.
